Resolve "Text for future Release date grammatically incorrect"
What does this MR do?
Resolves #199046 (closed)
Fixes the grammar for upcoming releases.
When a release is upcoming, the meta block will now say "will be released in <time in the future>" rather than just "released in <time in the future>".
The footer block will say: "will be created in <time in the future>" rather than just "created in <time in the future>".
