Update tests for Approve feature

What does this MR do?

This is a part of #205302 (closed)

We've introduced a new license_scanning report that should replace license_management after %13.0

Both reports are identical, only differ in artifact filetype. We need to switch to this report on tests so we can smooth transition in %13.0.
