Remove feature flag snippet_count_check

What does this MR do?

In b21a23c7 we introduced the feature flag snippet_count_check trying to investigate the bug #212399 (closed) in staging and production.

Now we have discovered how to fix the bug in !27979 (merged), we can remove the feature flag from the code
