Create vulnerability issue link when creating issue from vulnerability

What does this MR do?

Related to #209994 (closed)

In this MR we add the ability in the application to automatically create link between Vulnerability and Vulnerability::IssueLink when Issue is created for Vulnerability.

• Informed Infrastructure department of a default or new setting change, if applicable per definition of done

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
