Users statistics worker

What does this MR do?

Part of #118592 (closed)

Creates entries for the users statistics table with a worker that runs daily.

The first few entries might be incorrect for GitLab.com as the needed data might still be recollected by a background migration. If necessary they can be manually cleaned up.
