Simplify logic to timeout custom metric form validation request
What does this MR do?
The current logic doesn't set the timeout in the call to backoff (it defaults to 60 seconds), but limits the number of requests to 4.
This MR sets the timeout to 10 seconds which results in 4 requests, and removes the logic to limit the number of requests.
