Update colors and switch filters with counts

What does this MR do?

Update the vulnerability_count component to use the SeverityBadge and remove custom styling. Also switch the vulnerability counts with the filters, so that the filters are right above the vulnerability list - as in accordance with the issue #207415 (closed).
