Attribute background migrations to database category

Sean McGivern requested to merge attribute-background-migrations-to-database-category into master

Following gitlab-com/www-gitlab-com!42901 (merged), we can attribute the BackgroundMigrationWorker to the new database category, removing an unattributed queue 🎉

The first commit just updates the feature categories file to pull in the new category.
