Upload a design by copy/pasting the file into the Design Tab

What does this MR do?

When I've copied one or more screenshot files I want to be able to copy/paste them into the Design Tab and have them upload so that I can easily get them onto the issue.

Availability and Testing

• Review and add/update tests for this feature/bug. Consider all test levels. See the Test Planning Process.
• Tested in all supported browsers
• Informed Infrastructure department of a default or new setting change, if applicable per definition of done
