Adds the GEO_DB_USER to the psql command in the FDW docs
What does this MR do?
In case the GEO_DB_USER was different than gitlab, the script wasn't using the custom username - this adds the $GEO_DB_USER when connecting to the Geo DB as discussed internally in Slack.
