Updating GitLab runner recommendations for SAST offline documentation

What does this MR do?

Updating GitLab runner's pull policy recommendations for SAST in an offline or air-gapped environment. What was previously merged recommended setting the pull policy to "if-not-present", which would have presented challenges when updating the scanners themselves.

This MR is an update to documentation for #11520 (closed).
