HIdden default stages appearing in duration chart

What does this MR do?

When a default stage is hidden in value stream analytics it should not be available for selection in the duration chart.

Solution

This MR:

• Ensures we pass the activeStages getter to the duration chart instead of all stages
• Adds rspec test
