Bulk-insert docs: drop ON CONFLICT restriction
What does this MR do?
We are still mentioning that ON CONFLICT behavior cannot be configured for bulk-inserts, which isn't true since we now have skip_duplicates and bulk_upsert!. I am almost confident I had removed this before, but the change might have gotten lost in a merge/rebase.
