Add state initialization pattern for Vuex stores

What does this MR do?

Updates our frontend documentation with a new pattern for initializing Vuex store state.

This pattern was discussed and approved in this frontend RFC.

This commit also removes a related section (How to include the store in your application) that is no longer relevant.
