Save notes for Vulnerabilities when state is changed

What does this MR do?

Related to #209990 (closed)

In this MR we add the ability in the application to create notes for Vulnerabilities and to automatically create notes when state of Vulnerability is changed. This is the first MR for this feature, in the next ones I will add endpoints to fetch discussion/notes.
