Always show copyable container registry build / push commands

What does this MR do?

This MR adds a quick start dropdown to the container registry Image Repository list, the dropdown contains the copyable strings to:

• login
• build an image
• push an image

⚠ As it is now this feature is still gated behind a feature flag, that being said the feature flag may be removed during the life of this MR, in that case, I will update the MR with a changelog. ⚠
