Support V2 Feature Flags GET and POST Controller Actions

What does this MR do?

Add support for GET and POST requests for version 2 feature flags in the Projects::FeatureFlagsController. This is to support the new UI in #35555 (closed).

A future MR will add support for PUT and DELETE actions.

This support is hidden behind a feature flag.
