Docs: Document redirect option for container registry

What does this MR do?

Document the redirect configuration option for the container registry and remove the warning that clients need to access the storage backend as this is no longer true when redirect is enabled.

Credit to @mgarces for creating this change in gitlab-foss!28586 (closed), this MR is just moving his work over to the gitlab-org/gitlab repo.
