Rewrite VSM development fixtures

What does this MR do?

This MR rewrites the value stream analytics (cycle analytics) development fixtures to be more reliable.

• By default creates a new project with users (can be pointed to a specific project)
• Using FactoryBot to generate the data.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
