Add IDE feature spec for user commits changes

What does this MR do?

This feature spec was created to address the IDE feature specs failing locally #23579 (closed)

It looks like this problem resolved itself, but either way, we are significantly lacking feature spec coverage in the IDE, so let's use this opportunity to make a full use case 😅
