Add airgap topic page

What does this MR do?

This MR adds an airgapped topic page to hold links and (eventually the quickstart in !27020 (merged)). This topic is for helping users get started setting up their airgapped, offline, self-managed, GitLab instance.

Relates to #210056 (closed) and &1359 (closed)
