Update icons in Sentry Error Tracking list for ignored/resolved errors

What does this MR do?

This MR is to address #208755 (closed)

We want to achieve 3 distinct results with this MR:

1. Break the action buttons into their own SFC to reduce duplicate code
2. Update their logic to allow multiple states
3. Ensure correct mobile styling
