Update license compliance policy classifications text in the UI and refactor
What does this MR do?
Parent Issue: #198340 (closed)
It does a frontend refactor of APPROVED/BLACKLISTED variables, vuex actions, unit tests, to ALLOWED/DENIED. Add adds the new ALLOW/DENY constants.
