What does this MR do?

Makes the text "Active" a label for #schedule_active at /${CI_PROJECT_PATH}/pipeline_schedules/${CI_SCHEDULE_ID}/edit and /${CI_PROJECT_PATH}/pipeline_schedules/${CI_SCHEDULE_ID}/new (accessible from the sidebar under CI/CD > Schedules > Edit and CI/CD > Schedules > New schedule).
