Upgrade Elastic Stack helm chart to 1.9.0
What does this MR do?
Related issue: #209442 (closed)
This upgrades the ES helm chart to 1.9.0 to support more recent kubernetes versions. It also marks the elastic stack cluster application as upgradeable, so users can upgrade. Tested the upgrade with no data loss.
