Document npm package requests forwarding
What does this MR do?
Adds documentation for the NPM package requests forwarding. The setting lives in the Application Settings but as this setting is custom for NPM packages, I decided to update the NPM registry docs that are here: https://docs.gitlab.com/ee/user/packages/npm_registry/.
