Add bastion hosts for ssh access
What does this MR do?
GitLab instances are provisioned in private subnets. This means they have no public IP addresses and we cannot connect to them via SSH to make configuration changes or run upgrades. This MR adds setting up bastion hosts to use for SSH access to instances.
