Remove EBS from AWS Costs section
What does this MR do?
We no longer use an EBS volume to attach to EC2 instances. Instead, we suggest it as an option for the Gitaly instance. This MR removes it from the costs section and adds a link to the EBS pricing page under the Gitaly section.
