WIP: Use deployment_clusters instead of deployments.cluster_id

What does this MR do?

Follows up on !24235 (merged) from %12.8, where we created deployment_clusters and started writing to it alongside the old deployments.cluster_id column, and !26841 (merged) from %12.9, where we copied the remaining data over.
