Geo docs: Add troubleshooting help for gitlab-pg-ctl

What does this MR do?

Adds troubleshooting help for running the gitlab-pg-ctl command for GitLab versions before it was fixed.

This should wait for omnibus-gitlab!3976 (merged), so this MR is marked dependent.
