Docs: fix subheading link after text update

What does this MR do?

After updating a subheading on doc/user/project/import/index.md that included a term disallowed by the GitLab style guide, a link to that subheading was broken, causing the docs lint job to fail.

Superseded by !26691 (merged) which was created at the same time and has a better fix.
