Clarify MRs and Issues are not part of the import rake task
What does this MR do?
The rake task was created in favor of the deprecated script found here, however, it does not perform the full functionality that this script used to do, for example, the import doesn't include the MRs or the Issues.
I added a line to the notes to clarify that.
