Add Retire.js vars to Dependency Scanning template

What does this MR do?

This MR ensures that the new RETIREJS_JS_ADVISORY_DB and RETIREJS_NODE_ADVISORY_DB variables added by Add flags to allow air-gapped (offline) usage are propagated to the retire.js scanner. These changes are required for allowing dependency scanning to work in air-gapped (offline) mode.
