Add policy for Group Activity Analytics feature

What does this MR do?

This MR is one of the 4 MRs to build the backend for Group Level Activity Analytics MVC

It introduces the group policy, and license for this feature, which will be available for Starter/Bronze and above.

These have been used in !26459 (merged) and !26460 (merged)
