Add the Orbit team as code owners of the redaction service

What does this MR do and why?

Authz::RedactionService is the redaction check that Orbit calls for every query. This MR lets the Orbit team approve changes to it, next to the Authorization approvers. Either group can approve.

The two new lines come after the broad authz/ patterns, because the last matching pattern in a section wins.

How to set up and validate locally

1. Before merge, invite @gitlab-org/orbit/team to the project members with the Developer role or higher. Without the invite, GitLab ignores the group as an owner.
2. Run tooling/bin/validate_codeowners_coverage. It passes.
