Say that indexing continues on the Orbit settings after the trial

What does this MR do and why?

On GitLab Self-Managed, after the instance trial ends, the group Orbit settings page said only "Ask your administrator, or contact sales." It did not say that queries are paused and that GitLab Orbit still indexes the group, as the Status tab and the admin page say since !263611 (merged). The E2E run on master found it (M3.2, M4.2b, M4.3b in https://gitlab.com/gitlab-org/orbit/knowledge-graph/-/work_items/1399).

The alert now says: "GitLab Orbit queries are paused. GitLab Orbit still indexes this group when it is on. Ask your administrator, or contact sales." The not-available state keeps its text.
