Allow filtering by `release_tag` on the issues API
What does this MR do?
This MR exposes release_tag filter on the /projects/:project_id/issues API endpoint. In order to unblock #196547
Currently there is no way to filter by release_tag on the /groups/:group_id/issues API endpoint, issue: #205221 (closed)
(By clicking on the chart, we want to load the relevant issues + it should respect the selected filter values)
Also noticed a bug: when the issue analytics page loads, the queries are going to include all issues regardless of the issue state (correct behaviour). When the user selects a filter option and submits the form, the JS code adds an extra condition state=opened to the query params (unexpected).
The quick fix was to always have state=all query param in the URL.
