Draft: Align the Orbit UI copy with the GitLab word list [skip ci]

What does this MR do and why?

Aligns every Orbit UI string with the GitLab word list, the Pajamas UI text rules, and the terms the rest of GitLab uses, before GA. Stacked on !263611 (merged).

  • GitLab Orbit in every UI string, never "Orbit" alone (product decision). Docs keep the word list rule and use the new UI labels.
  • GitLab Credits, GitLab Duo, Contact sales, merge request, Select, top-level group, Admin Mode.
  • Errors follow "Could not ... Try again." (no "Please", "We", "Failed to", contractions).
  • Texts say what the user can do (Contact sales, ask your administrator) instead of "not available" or "not eligible".
  • Self-Managed texts say that indexing continues after the trial; badges use one label per state ("Free trial", "Free trial active", "Trial ended", "Credits used up").

Not in this MR: items that need code (plural forms, the admin text in the Query editor, the error attribute, the admin card date) and the claims that legal and pricing confirm (free, amounts, durations, what stops, data handling).

How to set up and validate locally

Open the Orbit dashboard tabs, the group Orbit settings, and the admin Orbit page on GitLab.com and Self-Managed. All Orbit Jest specs and the changed RSpec files pass.
