What does this MR do and why?

Enables the security_dashboard_mttr_chart feature flag by default and moves it from the wip type to the beta type. The MTTR over time chart then shows on project, group, and organization security dashboards on GitLab.com, GitLab Self-Managed, and GitLab Dedicated.

The flag is already enabled on GitLab.com. This MR also updates the history entry in the security dashboard docs.
