Move dashboard home page to vue 3 rollout
What does this MR do and why?
This MR adds the beta feature flag vue3_migrate_dashboard_home. The flag is off by default. It opts the /dashboard/home page into Vue 3 compatibility mode.
The homepage has two routes. The route / already runs on Vue 3, but /dashboard/home had no Vue 3 build. Both routes mount the same homepage app.
When the flag is on, Rails serves the pages.dashboard.home.vue3 bundle. When the flag is off, Rails serves the Vue 2 bundle. Nothing changes while the flag is off.
Screenshots
Both screenshots show /dashboard/home in GDK. The page looks the same with the flag off and on. The greeting line changes on every load.
