Update managed cert-manager chart to 0.10.1

What does this MR do?

Updates the managed cert-manager chart to 0.10.1. Only new installations will be able to install the new version, as upgrades are not enabled in GitLab for this chart.

No special actions are required for users, see https://docs.cert-manager.io/en/release-0.10/tasks/upgrading/upgrading-0.9-0.10.html.

For future reference, if upgrades are enabled to this version, they should only be enabled from 0.9 to 0.10, because 0.8 to 0.9 was a breaking change. Upgrades from this version will require even more effort, as 0.10 to 0.11 is another breaking change.
