What does this MR do and why?

Fixes for the bugs that the Orbit monetization E2E recordings find.

Bug Fix
On the group Orbit settings page, the trial ended and not eligible alerts link "Learn about Orbit pricing" to the "Start a free trial" docs section. That section has no pricing information. Remove the link from both alerts until a pricing page exists.
When no group has Orbit on, only the Overview tab shows the Off page. The Schema, Query editor, and Group status tabs show the dashboard. Show the Off page on every dashboard tab.
The Off page title says "Orbit is not available for your groups yet". "Yet" suggests that the groups get Orbit later on their own, but they need to buy it. Remove "yet".

How to validate

  • ee/spec/frontend/orbit/settings/group_settings_alert_spec.js: 10 examples pass. The two new "no docs link" assertions fail on master.
  • ee/spec/frontend/orbit/dashboard: 589 examples pass. The three new Off page examples (Schema, Query editor, Group status) fail on master.
