Update Geo Empty State SVG

What does this MR do?

Closes #208706 (closed)

Our current empty state Geo SVG no longer aligns with Pajama's SVG guidelines. This MR updates that with @sunjungp new design found here: https://gitlab.com/gitlab-org/gitlab-svgs/blob/master/illustrations/empty-state/geo-empty.svg
