What does this MR do and why?

A group that CustomersDot cannot give an Orbit trial got TRIAL_REQUIRED as its turnOnDenialReason, with the message "Start a free trial to turn on Orbit for this group." Now it gets PURCHASE_REQUIRED and "Purchase GitLab Orbit to turn it on for this group." The UI already shows Contact sales from the access state, so only API clients see the change.

No new CustomersDot call: turn_on_allowed? already reads the trial status on this path, and the status is memoized per check.

How to validate

  • ee/spec/lib/analytics/orbit/billing/account_access_spec.rb has the new case.
  • E2E scenario S2.1b on GDK with local CustomersDot: the API now returns PURCHASE_REQUIRED, and the page still shows Contact sales.
