Add SSL certificate to Requirements

What does this MR do?

Add an SSL/TLS certificate to the "Requirements" section. It can take a few hours to validate the certificate if provisioned through AWS Certificate Manager. We need to mention this early on in the doc so customers aren't caught out later when setting up the load balancer.
