[19.2] Update gitlab-markup to 2.2.0 and rdoc to 8.1.0

What does this MR do and why?

Backport of !262562 (merged).

The original MR updates the gitlab-markup gem to 2.2.0 and rdoc to 8.1.0, and bumps the solargraph development dependency to 0.60. rdoc 8.1.0 changes how RDoc content is rendered (heading IDs and link sanitization), so spec/lib/gitlab/other_markup_spec.rb is updated to match the new output.

On this branch gitlab-markup moves from 2.1.0 to 2.2.0. The lock files were regenerated with Bundler rather than cherry-picked, so the resolved dependency versions match the original MR.
