Remove Beta badges from the Orbit UI
What does this MR do and why?
The Orbit team decided to drop the Beta label from the Orbit UI. This MR removes the Beta badge from the Duo Chat Orbit popover, the Orbit Off page, and the Preferences > Orbit in GitLab Duo section. The Code navigation panel keeps its Beta badge, because it is a separate feature. The Orbit docs still mark Orbit as Beta.

Local GDK in SaaS mode. On the Off page, the reply with the groups that have Orbit on is mocked as empty, so the page shows the Off state.
Duo Chat is off for the test account, so the Duo Chat pair shows the popover alone, without GitLab styles.
