Backport of 'Allocate pipeline IID for pipeline execution policy pipelines'

What does this MR do and why?

Backport of !262462 (merged) to fix #633971 (closed).

Since !254468 (merged) (19.4), pipeline execution policy pipelines skip pipeline IID allocation because they run as dry runs. Their jobs are merged into the project pipeline, but CI_PIPELINE_IID is empty when they are seeded, so policy jobs that use ${CI_PIPELINE_IID} in tags lose that tag. This MR allocates the IID for policy pipelines again.
