Update cluster-applications to v0.9.0

What does this MR do?

This MR will update cluster-applications template to use v0.9.0 which has the following changelog:

Features:

• Add hubble stats daemon for the cilium
• Update Cilium to 1.7.0
• Update Ingress chart version to 1.29.7
• Update GitLab Runner Helm Chart to 0.14.0

Bugfixes:

• Fix pipelines by temporarily pinning dind
