Quarantine the scope picker search query spec

Marc Shawrequested to merge
633929-quarantine-search-namespaces-global-spec into master

What does this MR do and why?

Quarantines search_namespaces_global_query_spec.rb to unbreak FOSS master. The query it runs requests the EE-only readProAiAnalytics field, so the spec fails in FOSS since VERSION moved to 19.6.0-pre.
